UEW Unveils 6-Year Strategic Plan

The University of Education, Winneba (UEW) has launched a six-year Corporate Strategic Plan (2025–2030), echoing its position as Ghana’s premier institution for teacher education and a catalyst for national transformation.

The launch, which took place at the School of Creative Arts Theatre, Central Campus, Winneba, on Thursday, 21st August 2025, was held under the theme “Excellence through Innovation, Inclusion and Sustainability.”

The new Strategic Plan, which succeeds four previous cycles since 2003, is anchored on five transformative pillars: the pursuit of excellence in teaching, learning and research; institutional effectiveness; access, equity and inclusion; financial and environmental sustainability; and infrastructural growth.

Prof. Stephen Jobson Mitchual, Vice-Chancellor of UEW, described the Plan as a bold and visionary roadmap that positions the University for increased relevance and global competitiveness. He noted that the document was developed through an inclusive process, drawing on the experiences and aspirations of the UEW community and stakeholders.

“Today, we are not just unveiling a document. We are unfolding a new chapter in the history of this great institution – one defined by ambition, strategic clarity and a renewed commitment to excellence, equity and innovation,” he stated.

Prof. Mitchual highlighted that the Plan builds on the achievements of the 2019–2024 cycle, which recorded advances in academic quality, infrastructure, research output and digital transformation despite national and global challenges. He emphasised that its successful implementation, estimated at GH₵1.6 billion, would require the collective support of government, partners and all stakeholders.

Representing the Minister of Education, Dr. Emmanuel Newman, Director of Tertiary Education at the Ministry, commended UEW for devising a forward-looking plan aligned with national educational priorities. He underscored that the document was not only an internal guide but also a significant contribution to Ghana’s broader vision of expanding access, improving quality and modernising education.

“This launch is more than an administrative milestone. It is a bold declaration of intent – a transformative journey that reaffirms UEW’s role as a leader in innovation, inclusivity and national development,” Dr. Newman remarked. He reiterated the government’s commitment to policies supporting access and equity, including free SHS, free tertiary education for persons with disability and financial interventions for first-year students while pledging to assist the University in engaging with the Ministry.

Delivering the chairperson’s address, Mr. Edward Ato Sarpong, Managing Director of the Agricultural Development Bank (ADB), praised UEW’s consistency in implementing successive strategic plans every five years. He drew parallels between the University’s trajectory and corporate strategy models urging the institution to embrace boldness, agility and resilience in execution.

“At ADB, we believe strategy must move beyond paper. It must be activated. I am pleased to see that UEW’s new plan is built on ambition, courage and clear priorities that will drive transformation in education,” Mr. Sarpong observed. He pledged that the Bank would engage with the University in the coming weeks to explore financial partnerships in support of its goals.

Mrs. Wilhelmina Tete-Mensah, Acting Registrar, described the occasion as a defining moment in the University’s history. She acknowledged the dedication of the Strategic Plan Committee and the collective contributions of staff, students and stakeholders in shaping the vision for the next five years.

The launch was attended by members of the University Council, representatives of the Ministry of Education, management, faculty, students, alumni and industry partners. It also featured a symbolic unveiling of the Strategic Plan document which participants praised as a forward-looking guide for UEW’s ongoing growth and contribution to national development.

As Ghana’s leading institution for teacher education, UEW has pledged to leverage the new Strategic Plan to enhance its academic standing, expand opportunities for underserved populations, strengthen governance and sustainability and position itself as a globally competitive centre of excellence in education and research.
