Abstract

An analysis of the University of Education, Winneba in Ghana reveals that while the institution has established formal policies for digital transformation and sustainability, its operational capacity to implement this "twin transition" remains in the formative stages. The study identifies significant bottlenecks, including inadequate infrastructure, a substantial technological divide, and a disconnect between leadership strategy and faculty implementation. The study found a mismatch between the institution's sustainability strategy, pedagogical practices, and industry needs, with 70% of staff reporting that sustainable development is not integrated into curricula. The study highlights weak leadership, insufficient digitalization in teaching, and a need for stronger industry collaboration to advance the twin transition.
